The Grand Prix Commission, composed of Carmelo Ezpeleta (Dorna), Ignacio Verneda (FIM Executive Director), Hervè Pocharal (IRTA) and Takanao Tsubouchi (MSMA), met on 4 April in Losail, deciding to make several changes to the regulations technical and sporting of MotoGP starting from 2014.

TECHNICAL REGULATIONS

MotoGP category

All decisions previously made in the Valencia office in November 2012 have been confirmed, after the positive conclusion of the negotiations between Dorna and the manufacturers on the additional supply of engines/or motorcycles to the MotoGP category from 2014.
For security reasons it was also decided that the Race Direction will be able to decide authorize brake discs with different specifications for circuits that require it. At the moment this rule will only apply to Motegi, where last year numerous riders reported anomalous heating of the braking system.

Moto3 category

In order to reduce costs, changes in regulations relating to the supply and number of engines to teams have been approved, also in order to guarantee similar performance for engines supplied by a single manufacturer.

From 2014 the engines will be delivered to the organizer of the championship from the houses in three batches throughout the year. Dorna will provide the individual teams with the required already assembled engines, selecting them at random among those available. The buyer will become the owner of the engines but without the obligation to sign a User Agreement. Once the engine has completed its life cycle, it will be replaced with another one, up to a maximum of six per season. At the end of the Championship, the engines will remain the property of the teams, who will be able to use them for testing or resell them. The price of the engine package is set at €68000.

Until the end of 2014, Honda's permission to replace the timing chain at regular intervals is confirmed, although the dismantling of the engine is foreseen.
Starting since 2015Furthermore, the maximum regime granted will be lowered by 14000 to 13500 rpm and it will no longer be possible to change the timing chain.

SPORTS REGULATIONS

Starting from the 2014 season (starting November 11, 2013) the following testing restrictions will apply:

-A official three-day test on a European circuit between the date of the last race and 30 November
- Three official three-day tests between February 1st and the first race of the season
-A maximum of three tests of one day each the Monday following the races in Europe, decided by Dorna/IRTA
-Any activity authorized by the Race Direction.
-Testing will not be permitted between January 1st and 31st, including holidays.

The testersi, unlike the others, will be able to continue their work at any time and on any circuit, respecting the test tire limit assigned to each team. This rule also applies to CRT pilots, which they will be able to try on a Grand Prix circuit, after obtaining authorization from the race direction.

TEST REGULATIONS – Moto2 and Moto3 categories

-Testing will be permitted at any circuit, with any driver, between the last race of the year and November 30th.
-I three official pre-season tests will be carried out with the drivers under contract for the season, in the circuits established by IRTA/Dorna
-Teams can choose too a race circuit and a circuit that does not host the world championship to do tests starting from February 1st with any driver, but not in the 14 days before it hosts the race.
-Teams will be able to participate in tests organized on Monday or Tuesday after the races, when there are no MotoGP tests
The following rules remain valid also for Moto2 and Moto3:
-Any activity approved by the Race Direction
-No testing is permitted between January 1st and January 31st.

FIM MEDICAL CODE

Some things regarding the FIM Medical Code have also been changed. These changes have as their object the better definition of the functions and responsibilities of the Medical Officer, the Medical Director and the Medical Representative of the FIM. The presence and charter of the "FIM World Championship GP Medical Team" are also recognised.

This team consists of a group of doctors expert in the management of serious trauma. Its function will be that of provide immediate medical assistance at the edge of the track in case of serious lessons, before transportation to the medical center or hospital. The team will remain in rapid response medical vehicles to work with local medical personnel.
